Bug Description

Consider this example:
https://review.openstack.org/#/c/408651/6/service/searchlight-api.yaml

Here searchlight-api daemon depends on several jobs, one of which (searchlight-elasticsearch-sync) has the dependency on elasticsearch. Such configuration will be deployed without warnings when elasticsearch is not in topology, resulting in broken deployment.
