Openstack Freezer Job Stuck on Pending

I'm not sure if this is a bug or a question because the Freezer documentation is so poor. Under Operations it merely states "Here goes operation guides…" LOL

Issue: In Horizon the jobs status is 'stop' and the result is 'pending'. Selecting 'Start Job' results in no errors in freezer-api (Horizon indicates that 'Success: Job has started' and I see nothing in journalctl (after configuring freezer-scheduler with 'use_journal=true').

While I assume this is probably a conf issue, I do not see a way to determine why the jobs are not running given there are no logs to indicate the source of the issue.

If anyone can help, it would be greatly appreciated.

                   `/var/log/apache2/freezer-api.log`
* freezer-agent log: `$HOME/.freezer/freezer.log`
* freezer-scheduler log:`/var/log/freezer/scheduler.log`
