Out of curiosity, what has Fabian did? I mean, what's the difference between the normal merging system?

He configured https://launchpad.net/tarmac so that when a branch merge review is set Approved it gets automatically merged. As opposed to having to set it as Approved, bzr merge it, make a commit note, then push it to the branch then set it as Merged yourself.
