Please backport transmission 3.00-1ubuntu1 (main) from groovy to focal.

Reason for the backport:
========================
Ubuntu 20.04 LTS shipped with a version of Trasmission that was almost 2 years old.
Transmission 3.00 introduced many changes that LTS users will not see for at least another 2 years.
For these reasons I'm requesting this backport. Furthermore I think that Transmission should be treated more like Firefox and updated with a much tighter schedule.
