Toolbar width should be able to stretch

Bug Description
At the moment you can tell the toolbar to either be a static % width of screen or you can tell it to take up 100% of the width. It would be great to see an option that provides a "stretch" or "dynamic" width where only what's being used inside accounts for the screen space used up by the toolbar.
