Bug Description
When run from the binary package (or indeed any environment which doesn't point PYTHONPATH at a built Fluidity sourcetree) optimality fails with a failed 'import libspud'.

Simon comments that he's not aware of any users of this, and that the libspud import is vital. Hence we need to decide - do we push a system-install of libspud's python interface in our install process, or do we remove optimality. This, Simon, suggests, depends somewhat on our longer-term aspirations for Fluidity and optimality, which should be discussed at a dev meeting.
