Velocity with prescribed regions also 'needs_initial_mesh'

In needs_initial_mesh_options (femtools/Field_Options.F90), if the velocity field has prescribed regions set 'from_file' then it needs the initial mesh also. I can have a patch for this once I disentangle it from the other changes I've made in the hilbert re-ordering branch.

I suspect this patch is still entangled within the hilbert re-ordering branch. Anyone fancy doing the untangling? Is this an issue for anyone?

Maybe you could take a look at this as well, Rhodri? I think you can just add the logic in the needs_initial_mesh() function, but have a look at what Mark did in his branch. Although, the usage case is a bit obscure. Having prescribed regions with from_file only really works if you happen to have a .vtu that exactly corresponds to the VelocityMesh. Usually from_file is only used by checkpointing.
