Bug Description

I'm trying to install using a local pypi repository mirror, since our servers are behind a firewall that blocks access to the Internet. The flufl.lock setup.py references distribute_setup.use_setuptools() which insists on downloading http://pypi.python.org/packages/source/d/distribute/distribute-0.6.10.tar.gz, despite the fact that I've already installed distribute-0.7.3.zip from my local pypi mirror.

I've purged all references to distribute, now that it's been merged back into setuptools.
