pinger cant login on full hub

Bug Description
Console set to 55 and max_users to 50 - hub is full - pinger is not able to login.

this would be correct behaviour,
a pinger is much as any other user, if the pinger profile is op, then a user not being op will be dropped to try and let the op in, but thats about all there is right now.
We should probably do something about this ;)
