add action on multiple disconnects

When a client does not follow protocol it will repeatedly be disconnected,

for example :

adding a counter and a security action for this will releive the hub of the repeated login procedures.

Imo after reaching x amount of disconnects user can be redirected to main redirect address specified in !set redirects.
