Hublist registration running

Hublist registration is running all the time. It's impossible to add any new hublist.
From the other hub (that is working OK) file was copied with all the hublists in it.
So now list of hubs is there (still cant add any new one).
And when you try !reghub - hub says that registration is already running.

there is some weirdness here, im not sure i'll be able to verify its being fixed, but will add a check that reports thread being running too long,

hopefully that will give us some information in the future
