GLSL backend assumes 'true loop' ability in OpenGL

Bug Description

The GLSL backend currently maps loops in Firtree kernels to loops in GLSL. Not all GLSL implementations support loops which cannot be unwound at compile time and hence the GLSL backend should only accept filter kernel loops which can be unwound (unwinding them if possible).
