I have merged this bug with another with same symptoms: https://bugs.launchpad.net/ubuntu/+source/fglrx-installer-updates/+bug/1068404
As I understand there are two problems for ati/intel hybrid systems after install the fglrx[-updates] package
a) Low graphics mode because of "Segmentation fault at address 0x0" in Xorg:
This is a regression with the intel drivers, a workaround for now is installing xserver-xorg-video-intel version 2.20.0 as described in https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-video-intel/+bug/1068661/comments/110
b) Cannot switch on integrated CPU from Catalyst:
There is a path missing in /etc/X11/Xsession.d/10fglrx . You have to edit the line as described in https://bugs.launchpad.net/ubuntu/+source/xserver-xorg-video-intel/+bug/1068661/comments/119
