first line of desktop file is blank, causing rpmlinit to say desktop file is invalid

Bug Description
rpmlinit, which is a tool to determine if packages are done right, is used in conjunction with mock for building and testing packages on Fedora. It is reporting that the desktop file is invalid. The first line in the oggconvert.desktop file must not be blank, it needs to the [Desktop Entry] thing there.
