Quick Fix!

Setting both "Make the commands toolbar icons smaller" and "Make the main toolbar icons smaller" under "Inkscape Preferences" -> "Misc" changes the minimum height to ~680 pixels depending on your GTK theme. I feel sheepish for overlooking this in the first place - In my situation Inkscape now operates cleanly under a 1024x768 Gnome session.
