chmod of .falcon directory doesn't respect user-set permissions

Bug Description
Falcon chmod's the .falcon directory to apparently clean up after a previous bug. However, there are two problems:
* The user running falcon may not own that directory (for instance, if it is a shared directory that is group-writable).
* The user may require group-write access to that directory, which falcon overrides if it can.
