Time stamp on downloaded photos off by 4 hours

Bug Description
Looks like
twistd eyefi
does create a server that successfully copied a photograph from
my Eye-Fi card to my computer. This server runs in the background.
However, the photograph was taken at 11:32 PM, but it was time-stamped
as having been taken at 7:32 PM, so there is a time zone problem.
But it is not immediately obvious to me where in the code the time-stamp of the downloaded file is being set.
The Exif of the downloaded photo does contain the correct time of 11:32 PM, so is there a way to read the Exif time stamp and to set the creation time of the downloaded photo to that time?
