Add Recode button to track editor

Bug Description

It would be nice to add a re-coding button to each field in Track properties editor. It should ask the user for encoding name, and translate the corresponding field as if it was in given encoding: (UTF-8) ä -> (Latin-1) #228 -> (User CP, f.ex. cp1251) #228 -> (UTF-8) д

it would indeed be nice to give users a way to make their tags actually match the standard they're supposed to be in, as per the format of tag used. There's a lot of minor things like this that would be of benefit in a tagger and not a lot of room for controls though, so we should probably give some thought as to ui before doing things like this.

As far as I know, mutagen will convert to Unicode if you just save the
file? Not sure we should go beyond that.

Mutagen will handle encodings correctly if and only if the file was encoded in the standard encoding for that tag format. If it was not (as a fair number of older id3 files from non-latin locales are), then having a way to convert from a legacy encoding to the proper one would be useful.
