Bug Description

ID3v1 by standard, is lacking support for internationalization. While nominally the text was supposed to be encoded in ISO-8859-1, in practice the user's local encoding is usually used, this practice is widely common, especially when obtaining the mp3's from p2p programs.

Many Media-players like Amarok, Juk, BMP and more, support an option to choose the preferred charset to use instead of Latin1 on ID3v1 tags. I, for example need to use the CP1255 charset in order to see my (downloaded) mp3's Hebrew tags correctly.

Taking the charset from locale environment is not satisfying because a lot of us use UTF8 as locale, but still need to use another charset for ID3v1 tags, so an option of choosing the local charset is essential, in-order to see ID3v1 correctly and not Mojibake.
