Web Client: New EDI Account creation always returns message "Update Succeeded"

Bug Description
EG 3.5
When creating a new EDI Account (Administration -> Acquisitions Administration -> EDI Accounts) Evergreen always returns the message "Update Succeeded" whether the update did or did not actually succeed.
To reproduce:
1. In the EDI Account page click "New EDI Account"
2. The EDI Account pop up will appear
3. Don't enter any information and click Save.
4. Evergreen will display the message "Update Succeeded" in the bottom right corner but no new account is created.
If you enter information in step 3 but leave a required field blank (Provider, Owner) you get the same "Update Succeeded" message and the account is not created.

I can confirm that on 3.4 and 3.5 this is the case. However, this no longer affects 3.6 since now some fields are marked as required you cannot click Save until you enter information in the required fields.
