Auto suggest not accounting for located URI (electronic) record visibility

Suggestions from records with only located URIs (no copies) do not appear in the OPAC search suggestions. This appears to be a cousin of bug #1773479, but in a neighboring function.

Assuming that bug is on right track, I will be applying a similar fix here. Branch incoming...

Confirming that with this patch, records with luris but no copies are showing up in the auto-suggestion box on Firefox. A recent Chrome update seems to have broken auto-suggest functionality, so I was unable to test on Chrome.
