Unable to access report outputs when Shibboleth is enabled

Even after applying the fix in bug 1996908 to avoid having to login again, report outputs are unavailable if shibboleth is enabled. Enabling the ShibCompatValidUser option in the apache config allows them to load as expected.

I also snuck in a comment referencing the sso_loc variable that can affect the context org for sso settings.
