Retrieving copy templates in web client can result in NOT CONNECTED errors

Since upgrading to 3.1, our logs are showing NOT CONNECTED TO THE NETWORK errors several times a day. Following the log trace, it appears that the errors stem from the load_remote_acp_templates() function in cat/volcopy/app.js. This function calls to retrieve the and staff_client.copy_editor.templates user settings, which leads to the error message.

I'll paste sample log output below. Note that we already have the fixes for bug 1744158 and bug 1746577.

I should add that I do see other examples in our logs where retrieving these settings does not lead to the error. I've attached an example of that for reference.

Since applying the fix for bug 1774703, we see this with a great deal of frequency. Like, no one can catalog in the web staff client kind of frequency.
