Adjust to Zero does not close a checked-in lost circ

EG 3.0.3

sequence:

1. check out an item
2. mark it lost
3. make full payment, circ and bill are closed.
4. check in the item, negative balance appears
5. adjust to zero, bill is gone, but circ is still on the special checkout tab.

Leave transaction open when lost balance equals zero is set to FALSE.
