Bug Description

The make_release script used by RMs and others to turn a branch into a release tarball uses a mixture of various styles, and for some versions of bash, confuses the shell. Coming soon is a branch to fix most of those, and further to add some protection for variables that may not contain exactly what the original code expected.

Pushed to master and backported as a bug fix to rel_2_8 and rel_2_7 to help with release maintainer work. Thanks Mike!
