CStore (and possibly others) can wedge memcached

Bug Description

Only seen once, and possibly exacerbated by bug #1341687, but a cstore backend was seen to be looping in its startup phase, connecting over and over again to its memcache server in a tight loop. This has the effect of locking out or slowing (to ... a ... crawl) most other memcache clients. That's bad. We should hunt this bug down and kill it, but I've no more data than that ATM.
