"Apply Standing Penalty/Message" has a drop down that does not seem to do anything, other than retain the cursor's focus so that the user needs to double click out of it

Evergreen 2.3.6

This pop-up is accessed through a patron record > Messages > Apply Standing Penalty/Message. Applying any of the supported penalties/messages works fine if the user does not click the drop-down button on the right. If the user does click it, nothing is listed. After clicking it, the user needs to click twice to go to any other area on the workform.

Actually that drop down should list any custom penalties for the site if there are any to use. Perhaps this bug would be better as an enhancement to hide that drop down widget if there aren't any custom penalties to show and thus not impeding use of the rest of the UI.

Hiding that widget if there are not custom penalties sounds wonderful.

I can confirm the reported behavior in current master. Hiding the dropdown when there are no custom penalties would solve the issue.

The dropdown is designed differently in the web client, so it's no longer as confusing.
