Retrieve Transits screen not displaying all line numbers

Bug Description
Tested on 2_2_0. When you go to the Admin > Transit List and retrieve Transits the screen does not display all the line numbers on the left side of the screen. The numbers missing appear to be the last few records retrieved. It appears as though the numbering routine finishes before all records are retrieve. The records themselves load fine but the number is left blank.

Seems to randomly break down for me as well in master.
I also got this error at least once while trying to retrieve results.
Empty array returned by hold retrieve.

We turned off line numbering in our Evergreen systems by default, so we didn't notice this problem before. Marking as confirmed and assigning targets.
