Bug Description

Currently in Acquisitions, it is still possible to add copies (in the Copy screen but not in the PO screen) even after an oder has been activated. This behavior in the Copies screen should be disallowed.

Pushed to master, rel_2_4, and rel_2_3. Not sure about rel_2_2 since we're outside the regular bug fixing window and only doing security updates now?
