webclient: Title links from checkin do not go to bib record

Bug Description

On the checkin screen, the Title link no longer contains the record ID for the title that was just checked in. Therefore, when the link is clicked, the user ends up on the web client home page. The record ID is required in the URL to bring the user to the bib record as is expected.

This branch has 3 commits. The tip commit fixes the specific issue noted in this bug. The preceding 2 commits fix bugs encountered while testing the fix. I left them as separate commits in case they are fixed in other in-progress branches.

Bill, there was a merge conflict when I tried backporting it to 2.10. I think it's worth backporting and would be happy to merge it if the conflict gets resolved.
