Staff client should have basic search interface instead of advanced via toggle

Bug Description
For Evergreen master, later.
Some folks (reported by Thomas among others) want AutoSuggest on the advanced search interface, but probably only due to the advanced search interface being the default staff client search interface. And AutoSuggest on the advanced search interface doesn't make sense.
We could use a workstation setting and give users the option of having basic or advanced by default. We'd also need links from basic to advanced and from advanced to basic.
Altenatively to all of this, yet another possibility is just hooking up AutoSuggest to the search box in the portal page.
