Support Copy Location Circ Limit Sets

My goal is to allow checkout limits based on copy location in the same vein as circulation modifier limits. The development steps as I understand it should go something like this:

1. Add a new config.circ_limit_set_copy_loc_map table (analog of config::circ_limit_set_circ_mod_map)
2. Teach the limit_set code in action.item_user_circ_test about the new copy location maps.
3. Add a "Linked Copy Locations" section to the edit pane for local admin -> Circulation Limit Sets for linking copy location maps to circ limit sets.
