TPac: Staff recent searches leaves excessive whitespace

Bug Description

Specifically, when looking at records in TPac with recent searches showing the "sidebar" shoves all the real content down by a few hundred pixels.

The branch below seeks to remedy that by making things wrap around the box instead. It also deals with a couple of minor "box model background colors go under floating elements" issues by adding backgrounds to said floating elements.

Works for me. (Took a while to find the "Saved searches" twisty but once I found it, the layout looked good).
