Preferred library should affect search scope for located URIs

A user's preferred library, as set by the "plib" param in TPAC or by the user's "search preference" or by the user's home OU per #907056, currently affects the order in which copies are displayed. However, it won't enable bibs to be returned if their located URIs are inside the scope of the preferred library but outside of the scope of the preferred library.
