Blu-ray VR Format not populating

By default Evergreen doesn't know that s means Blu-ray for the videorecording format field, so it doesn't populate that value in record attributes with it.

The branch below adds Blu-ray to the default list of videorecording format values and provides an upgrade script that adds it and reingests Blu-ray records to ensure it is populated, but only if it wasn't previously added. I don't know if I did the best job on the upgrade script as my knowledge of some of that part of the system is limited, but it appears to work on our data.
