MAX_FINES payment closes open circ

Bug Description

This is similar to Bug 781803, where James Fournie describes exactly what I'm seeing:

"I've had a report of a case whereby a patron can't renew in the following scenarios:

1. Patron checks out item and overdue's it to MAX_FINES
2. Patron comes in, to pay fine and renew
3. Staff pays fine first and then renews."

This situation causes the following error message in the staff client:

<item barcode> not renewed.\nACTION_CIRCULATION_NOT_FOUND
            Someone attempted to retrieve a circulation object from the system and
            the object was not found.

Adding that the same behavior happens when the stop_fines is CLAIMSRETURNED. Payment of the fines accrued on the transaction causes the transaction to close, despite the fact that the item has not been checked in.

This bug also affects version 2.0.12, which I know is deprecated, but FYI.

Another effect of this bug is that claims returned items do not appear in the "Lost, Claimed Returned, Long Overdue, Has Unpaid Billings" section of the Items Out screen. I mention this explicitly here in case someone searches for that problem on the web. ;-)
