Bug Description
Due to a lack of A/T validation checking the hold notification flags hold available emails go out to anyone with an email address on file.
The branch below seeks to correct that by adding new optional checks to the HoldIsAvailable and HoldIsCanceled validators, plus adding a new HoldNotifyCheck validator.
