We have a policy change about the potemplate uploads into Rosetta.
With Ubuntu translations, our own system create those .pot files automatically so we don't need that link any more.
With upstream transalations (the ones that are not related directly with Ubuntu packages), we don't let anymore that anyone upload .pot files into the system. They need to request it to Rosetta administrators. This change is just to try to reduce the duplicate problems we have sometimes when only the importer only uploads a .po file instead of all available translations.
