sporadic partial initialization of unified interface when spawning multiple tabs simultaneously

This happens in Item Status when you try to use cataloging functions (such as Add Volumes) on items from different bibs. We group the items by bib and open a tab per bib. The first tab loads completely, the subsequent tabs may encounter some race condition/xulG breakage where expected functions are not available. Eyes welcome.
