2.0 patron editor ignores "can have user" ou setting

OpenSRF version: 1.6.2
PostgreSQL version: 8.4
Linux distribution: Ubuntu Lucid 10.04
When registering/editing a patron using the new patron editor in 2.0, the dropdown selection list for the home library allows you to choose an org unit that should not have users associated with them. In our Evergreen system, the library system org unit type has "can have users" set to false, so there should not be any users that are assignable to that org unit type. The editor allows you to choose these org units and save to the patron record leaving patrons with bad home library org units.

My patron_home_ou working branch attempts a basic fix for this in master.

Might have named it based on the LP bug # if I had searched for it *before* pushing the branch.
