org unit hiding setting not properly caching

the org unit hiding setting is not being cached properly in the latest rel_1_6 OPAC code. It is making several requests and is generally slow and terrible.

The reason is 18757 was backported to 1.6 (as 18758) but 18716 also needs to be backported for great justice

I've attached a patch for rel_1_6, if it makes a difference

Hrmm, the org hiding code is also in rel_1_6_1, so I've backported further:

But wish we had caught that before the last release was cut. :-)
