[enh] offline circ should be able to retry transactions

It would be handy to be able to retry offline circ transactions that failed to be processed. A possible use case is loading transactions that failed to be processed because of a missing patron but which could be reprocessed once the patron is loaded.

Would giving offline circ the ability to register patrons and upload them before processing transactions be a different way to handle this?

I believe patron registrations are already sorted to the top and
processed first. Will dig...

In the use case in question, though, either the patron was not registered or the offline patron registration failed to load for an unrelated reason. I agree that offline circ should process patron registrations first if it doesn't do so already, but that isn't enough to meet the proposed enhancement.
