Or maybe I don't understand; IE is actually respecting the checked="checked" option per the specification. As is Firefox 3.6.3 and Chromium 6.0.417.0 in my testing. So I think this is working as designed.

If you don't want the "Enable phone notifications" to be enabled by default, you can change that in your own skin. Or am I still misunderstanding your bug report?
