Survey Wizard throws JavaScript error

Bug Description
When accessing the survey wizard (Admin -> Survey Wizard) from a 1.4.0.7 staff client, an alert box appears:
"Error in survey.js, render_lib_menu(): Method not found for PERM_RETRIEVE_
Clicking OK allows Survey Wizard window to appear with the text "Welcome to the" at the top and the interface appears to work as expected until questions and responses are entered. Clicking Finish has no effect.
I have not been able to test this in 1.6.X.X yet.

* PostgreSQL version: 8.1
* Linux distribution (type and version) on which Evergreen is running: Debian etch
* Sample records which we can use to reproduce the problem: not required.

Since 1.4.0.7 is end of the line for 1.4.0, I suggest we set status to won't fix.
