updating pickup library from "view holds" doesn't retarget hold

Holds on the "View Holds" tab of the record page are having their targets cleared as a result of changing the pickup library, but are not immediately retargeting as they do when the pickup library is changed from patron's holds tab.

Steps to recreate:
+ navigate to a record in the catalog that currently has holds
+ click "View Holds"
+ right click and "Modify Hold(s)"
+ change pickup library and apply
+ hold loses its target but does not gain a new one
