EG 3.11 / 3.12 grace period set in fines rules doesn't seem to be used

Testing in 3.11 and 312,

I am finding that the grace_period that is set in config.rule_recurring_fine is not being used for circulations, but instead when a circulation is created it's relying strictly on what's in the grace_period field for the override. If none is set, it crawls up the policy chain as if it's an inherited field, all the way up to the top policy. If nothing is set in the top policy, it looks like nothing is used.

I do see that in circulate.pm is trying to pull the value from the recurring fine rule if it exists, but not sure where the disconnect is here.
