wishlist: Quipu eCard and eRenew integration

Filing this separately from bug 1902937, though they ultimately are both addressing a lot of the same items.

Equinox has been contracted by PaILS to produce a generic plugin for Quipu's eCard and eRenew services. Our intent is to create a plugin that builds on existing work but is intended for general use against a stock Evergreen system.

The work will include the following:

-- Support for allowing Quipu to supply statistical category values and survey responses
-- Support for specifying various settings per library, including:
   -- barcode generation rules
   -- patron profiles to apply duration creation, verification, and renewal
-- Supplying options to enable or disable new account verification
-- Supplying options for parameters governing whether a card is eligible for eRenew
-- Database tables and columns to track the history of a patron record as it gets created or modified via Quipu
-- Addition of a field in the Evergreen database and Patron Registration interface to accept Parent / Guardian email addresses
-- Documentation of the new feature submitted to the Evergreen community documentation repository
