MARC fixed fields default to 2nd character space

In previous versions of Evergreen, clicking on an empty fixed field would highlight all of the available character spaces. Most fixed fields only allow a single character (Ills allows for up to four). With it highlighted, we could easily enter the appropriate code for the item.

In 3.13.0, when you click on an empty fixed field, it skips the first character space and opens the combobox. We cannot manually enter a code without having to backspace or highlight the first space and enter the code. If an option is selected from the combobox, it does fill the first character space.

While having the combobox is an absolute plus, sometimes it's faster to just enter the code.
