MAP_MONOGRAPH_PART doesn't appear to do anything

In permissions testing, I was able to complete all part functions - create, update, delete, assign to an item - without the MAP_MONOGRAPH_PART permission. The permission is listed for the 'Copy Monograph Part Map' table in fm_IDL, but does not appear anywhere else in the code that I can see. To add a part to an item, a user just needs the UPDATE_COPY permission.

I'm unsure if MAP_MONOGRAPH_PART was intended to control the ability to assign parts to items, but it would be nice if that were the case for the sake of granularity.
