Bug Description
"Activate" and "Suspend" buttons have no clear functions; cancel appears to work and has an obvious meaning.

Equinox is working on this with funding from BC Libraries Cooperative. Bugs were identified by testers from Canada's National Network for Equitable Library Service (NNELS) working on Evergreen 3.12.
